The Lahore High Court (LHC) has issued a reserved verdict regarding a petition on the celebration of Basant, directing the Chief Secretary Punjab to formulate a comprehensive policy across the province.

Justice Owais Khalid, while delivering the reserved verdict on the petition filed by citizen Ashba Kamran, instructed that the Chief Secretary must prepare a Basant policy within 60 days, taking into account the petitioner’s input, and report back to the court.

The petitioner personally presented arguments concerning the legality of his petition. The Home Department, in response to the court proceedings, submitted a report stating that Deputy Commissioners could grant permission for Basant celebrations on specific days after obtaining government approval.

Key safety measures proposed in the report include:

  • Ensuring citizen safety during the festival
  • Banning dangerous threads containing metal
  • Mandatory registration of kite sellers and makers
  • Compulsory use of safety rods for motorcycle riders

The report noted that the Deputy Commissioner of Lahore will allow Basant celebrations only after all legal and safety requirements are met. Following these recommendations, the court ordered the dismissal of the petition while emphasizing that all safety measures must be strictly enforced during the festival.

The ruling paves the way for organized Basant celebrations in Punjab under clear regulations, aiming to balance cultural traditions with public safety.
